In accordance with article 39 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector, the internet access point is the electronic access point, in this case www.valencia.es (as well as, any of its subdomains, microsites and / or mobile applications) whose ownership corresponds, in this case, to the City Council of Valencia, which allows access to the published information via the Internet and to the website https://sede.valencia.es /headquarters/

In accordance with article 38 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector the webpage of the City Council of València have been located on the internet at the address (URL) https://sede.valencia.es/sede/.

The website of the City Council is the electronic address available through which citizens access information, services and electronic procedures through telecommunications networks whose ownership, management and administration corresponds to the City Council in the exercise of its powers.

The website is, in general, freely accessible and does not require the previous subscription or registration of the user. However, for reasons of security and privacy, access to some areas and services of the electronic site may be subject to specific authentication conditions that are established in the detailed information corresponding to each particular service.

This website allows citizens to access public services and procedures of the València City Council, that require electronic access via the Internet, in a safe and efficient way with the accessibility and quality required.

The City Council of València may, at any time and without prior notice, modify the General Terms and Conditions of Use, as well as the Particular Conditions.

In any case, the user agrees to make appropriate use of the content and services offered by the City Council of València through the Portal and, including but not limited to:

(I) Not to engage in illegal activities, illegal or contrary to good faith and public order.

(II) Not to introduce, store or disseminate on or from the Portal, any information or material that, explicitly or implicitly, is defamatory, offensive, obscene, threatening, xenophobic, in support of terrorism, pornographic or inciting violence, discriminatory based on race, sex, ideology, religion or in any way violates public order, fundamental rights, public freedoms, with special attention to the honor, privacy or image of third parties and, in general, against human rights.

(III) Do not use false identities, or impersonate the identity of other people in the use of the Portal or in the use of any of the services provided, including the use, where appropriate, of passwords or access codes of third parties or any other way.

Consequently, the User must not access and, where appropriate, use the passwords of other users and modify or manipulate their messages.

(IV) Do not enter, store or disseminate through the Portal any computer programme, data, virus, code that is likely to cause damage to the Portal, any of the services, or any of the equipment, systems or networks of the City Council of València or of any third party in general, or that, in any other way, is capable of causing any type of alteration or preventing the normal functioning of the same.

(V) Do not destroy, alter, misuse, disable or damage the data, information, programs or electronic documents of the city of València or third parties.

(VI) Do not enter, store or disseminate through the Portal any content that infringes intellectual property rights, industrial or business secrets of third parties, or in general any content for which you do not have the right, in accordance with the law, to make it available to third parties.

(VII) Do not use the services offered on the Portal with the aim of promoting companies and external services, other web pages and to carry out advertising or commercial campaigns.

In case of violating the above conditions, the City Council of València reserves the right and will be entitled to block, suspend or cancel, immediately and without prior notice, access to and use of the Portal and, where appropriate, to remove the alleged or confirmed illegal contents, either at their own discretion or at the request of an affected third party or a competent authority.

  1. Responsibility

The City Council of València is not responsible for the damages and losses that may arise from including but not limited to:

(I) Omissions, interruptions, computer viruses, breakdowns and / or disconnections in the operational functioning of this electronic system or in the computer equipment and equipment of the users, motivated by causes beyond the City Council of València, that prevent or delay the rendering of services or navigation through the system.

(II) Delays or blockages in use, caused by deficiencies or overloads of the internet or in other electronic systems.

(III) That may be caused by third parties through illegitimate interference beyond control and not attributable to the City of València.

(IV) The impossibility of providing the service or allowing access for reasons not attributable to the City of València, due to the user, third parties, or cases of force majeure.

(V) The Portal of the City Council of València may contain links to websites of other public Administrations or web pages of other bodies, companies or institutions, in order to facilitate citizens’ search for information and resources through the Internet. However, these pages are not owned and, therefore, València City Council is not responsible for its contents, operation or the possible consequences that may arise from access or use thereof.

  1. Intellectual and industrial property

The València City Council is the owner of the intellectual property rights of the works and services that make up this website, or else it has been assigned the rights for its use. This includes the graphic design and software of this website, as well as the texts, images and recordings that it contains. The reproduction, distribution, public communication or transformation of these works and services requires the authorisation of the owner, regardless of the activities directly authorized by the intellectual property law.
